Any time I read my PCM, the DIC/Radio/Dash flash quickly and return to normal. Is this normal with a Powrtuner on a 2004 car?

I know it does it with my hptuner when I flash the pcm.

Yes that is normal. when the car is running do a DTC test and it will do the same thing.
