You'll have some play, because the axle takes up the slack. My tailshaft in my Volvo was like that, but when the yoke was put on, there was no play at all.

What kinds of problems are you having? Bent hubs would be nearly impossible, and a warped rotor you would only feel under braking.

vibration while braking and accelerating
its like a shuddering vibration
idk its weird . . when it was up in the air you could see the tire had movement from side to side about 1/4" to 2/5"??
but the rim looked true and straight, he said out of balance tire, balance the tire and said it was balanced. I did not get to see it moving on the vehicle after balanaced but it still drives the same . . .

also they put in one new halfshaft and the other has no play. but i cant figure what on that side would cause it

I'd get the rotors turned of replaced. That SHOULD take care of it under braking. If they are THAT bad, it could cause problems while driving, but not the tire going side to side. The tire will have some movement in it.

It might be...but if you do, make sure you run at least two lug nuts back down to hold that rotor on the hub.

Is the steering wheel shaking or is the car shaking. You might have an issue in the rear if the wheels not shaking.

Edit
Make sure you really shake down the front end of the car. Make sure its all tight. Check all tires for any bumps. Dips or uneven patterns. Its the little things

i would imagine it have been fixed by now... but i would have said start simple and swap wheels tires end for end and see if the condition changes.. why replace unless you are sure?
