I have emissions but I want to remove my cat and u bend. How does a simulator properly work to not turn on the ses light. It still has to vary in voltage depending on the load right? I have an exhaust leak that's about to break so I want to get this done asap.

No, the rear O2 doesn't fluctuate. So long as the voltage is within a specified range, it's good. All the rear O2 does is monitor cat efficiency.

You could also have someone with a tuner set the code to no-report and not have to get a sim. I go through DEQ with no EGR and no cat and pass every time.

i will be going the o2 emulator route

since:

a: the closest turner wants 200 just to do minor changes
b: i dont want the code or to spend 200

i have never had good luck with sims. after a year they just f-up and give you a code

also if you have a 2000 or later GM put in a the cat test if it can not pass or fail this test it will run rich 16.8 LTFT and will not stop untill the car is shut down
