They are ICW 225/45/17Z

The previous owner put theses wheels on, and i think they they look kind of small.

I like the flat black look on rims like this: Image

and also, what is the widest tires a grand prix can have without scraping?

I run 18x8's with a 245/45-18 tire. I am also lowered on the GMPP lowering kit and I had to roll the fenders. Roll the fenders. Its easy to do and it will solve your rubbing issues. Black wheels will look smaller than they really are. A 18" black wheel with a chrome lip like you have would look great.

I have ran as big as 255/45/18's but it was extremely close. Personally I would get a little taller tire to fill the gap on your wheels rather than buying new.
