Oh the cancer!!!!! I farkin' hate dealing with rust. If it's mostly just surface rust, the best thing to do is sand it all off and get down to bare, uncancerous metal, then paint over it. If it's a little deeper and/or sanding down to bare metal isn't an option, you can POR-15 it (prep spray it first with their recommended stuff, then paint over it with POR-15 paint) and that will stop the rust from spreading. Just remember it's always easier to deal with rust now, than wait till it eats a hole in the metal (wish the previous owners of my MKII got that hint since I'm dealing with a lot of holes right now haha).

As for the tie rod, yes it's best to get an alignment after replacing a tie rod, however.... if you don't loosen the jam nut on the tie rod itself and just replace the tie rod end, your alignment will be almost exactly as how it was before the replacement, but that doesn't mean that the alignment before the tie rod replacement was spot on, thus always a good idea to get an alignment. It pays for itself in not chewing up tires.

What was the recall letter for? If it's for the "engine fire" craziness, I'd personally just forget about it since you already replace the VC gaskets (aka the true reason behind the recall, even though GM's fix was to just put some plastic spark plug wire holders on instead so if the oil leaking out of the VC got onto the manifolds, it wouldn't catch the spark plug wires on fire, but if you don't have a leaking VC in the first place, it's not an issue.)

GTPs got a front valve cover gasket and the plastic clips
