Old Cadillacs had sensors like that. My dad told me that he was driving to Norfolk once and one came up that had the sensor misaligned or something; every time it passed a streetlight it would flash the highs. He thought it was a cop pulling him over =P

I think they use an optical sensor on the front somewhere that detects the light from oncoming cars

Basicly yes. A sensor on the front would read the amount.of light coming at you and auto dim the brights when they where on.

that makes sense it had a giant dome sensor on the dash and a ntoher smaller one like the GP for the twilight sentinel

They only have a shade off to the sides of the bulb, not a dome directly in front of it like reflector housings which are actually designed for HIDs. Ecodes also have the dome in front of the bulb as well. Of course, just having the dome doesn't automatically mean the housing was designed for HIDs.
Dome shade/reflector is what I meant in the first post
