I have some extra cash from helping a farmer this year and am wondering what i should do to my car next. I only have a fwi right now. Should i do exhaust or hv3? or any other suggestions?

Headers will affect your low-end torque. So I suggest hv3 or maybe a pcm

It depends on what you are going to do with the car. Are you planning to top swap later on? If so save up for it. If not then the HV3 with a set of recokers would be good. A PCM or a good tune would be good after that.
