I finally got sick and tired of dealerships telling my the DIC can not be reprogrammed. Well I finally said screw it and went to the company that developed the software for the tech 2. It took 5 minutes for them to give me the steps. Once I handed this to the dealer I had no further issues.

Follow the procedure below to program the IPC/DIC:

Important:
If the vehicle has air conditioning, you now must turn on the air conditioning feature. - Not really needed due to the update.

IMPORTANT NOTE: You must keep the old IPC/DIC in the vehicle until prompted to replace it.

1. Select J2534 Tech 2(R).
2. Load the VIN number in TIS2WEB.
3. Highlight (SF) Special Functions and click Next.
4. Click the Next button and begin the programming process.

Programming time - 1 to 4 hours

Using the Tech 2(R)/CANDi module (only), navigate to the IPC module setup function. Perform the function as requested.

Well good for you. We had one dealership that we took our GP to that when the lights in the climate control were burned out tried telling us it was normal, and then that they could not replace it under warranty. Went to a different one, and they were more than willing to replace it, and replaced a torn floor mat! Some dealerships are just arrogant. It is probably because they do not know how to do it, and they would lose money trying to figure it out. Just gotta find one that is good to you. We were at the point of thinking that dealerships sucked in general, until we found this one. Better customer service than we have EVER seen in a dealership! But I am glad for you!

I was in the same boat as everyone, I do computers for a living and if a I have a software issue I go to the software provider. I figured why not try the same process lol. Its sad that a consumer can call the software provider and get the information in 5 minutes but a dealer wont even take the time to even try.

I wasn't charged because the dealership told me its not possible so I asked to see a manager. I stated - here are the steps for your employees to use to do this process and I saw the famous OH SHIT look. The manager then explained that it was illegal to do. So I explained that the PCM keeps the mileage along with the DIC. So in truth it is NOT illegal as the TRUE mileage can be located on the vehicle (PCM) - just not visual. So he gave me what they call Customer Appeasement Credit - FREE DIC PROGRAMMING.

Sorry about not providing more info. If a dealer or consumer wanted to check the mileage then they would check the PCM with a tech 2 ( if DIC is non functioning or removed ). The mileage is also recorded on the - BCM - IPC(not all) - DIC. As you know you have to do a security relearn to add a PCM from a different vehicle. The PCM when relearned will obtain the data from the other computers, the same goes if you replace a BCM and IPC (Speedometer Cluster - doesn't require a relearn). Now the DIC will not change as it does act as a normal odometer. Now if you change out all 4 at the same time then you might have a issue.

So does this mean I can "reduce" my milage on my car ? Since I own it I would have no problem doing it, any pointers for how that's done..of course this would all be novelty comments, as I believe reducing milage on a vehicle is illegal . Contact me directly.

The mileage is stored on the BCM and I've changed my PCM several times and never had to do a security relearn FWIW.

Just get another DIC with lower mileage and install.. That's it

I noticed the steps say to keep the old DIC in the vehicle until prompted to replace it. I had my IPC come apart, so I can no longer plug it in. I've since replaced it with a unit off of ebay but of course my mileage is off. since I just moved to California, and I have to register the car with the DMV here, I want to reflect the true mileage of the car so as not to get into trouble. does anyone here know if this process will work without an old DIC available?
