Pics of a GMPP mangaflow system. Does your exhaust have clamps at the Y pipe and 1 at the second bend after the resonator? If so, then it's not stock.

no and no on both exhuast do not do much on these cars maybe 10hp but that can be writen off as dyno variance

The stock cat back system really isn't all that restrictive and can handle upwards of 300HP. The manifolds, DP and old school ubend crap, however are quite restrictive (not so much on N/A motors though).
Mileage will not decrease as Tom said. Most mods actually net higher MPG's due to making the "air pump" aka the engine, work more efficiently.

It sounds like he's relatively new to GP's and he went by what his mechanic said.
I think in his shoes,I would believe my mechanic too,until I found out otherwise.
Looks like he did find out otherwise.
Perhaps he'll be smart enough to buy some of your strut tower brackets,if he doesn't have some already?
